Poor old chap.  Nobody wants him.  
He and every other who has entered our country illegally should be kicked out.  If there are certain 'laws' or 'agreements' which appear to prevent it, they should be changed.  A government, with the agreement of the so-called 'Lords', should be able to pass a law to that effect.  If done, the Civil Service and any other such body could not ignore it.
Who cares if some other countries look down their noses.  This is OUR country.

I'm sure that must be a Labour policy.  It achieves two things:
- It shows the illegals that Labour is a very kind organisation, and deserves more votes.
- It will go toward the cost of his next Channel crossing voyage.

The impression I get is that if we pay him £500 he won't make a fuss when he is deported.

Any other nation would simply put him in handcuffs and transport him, by any means, to an appropriate country.
Proving his country of origin could be difficult or even impossible, so a more effective option would be something like what was proposed some years ago (but never put in place): sending illegals to a compliant nation such as Rwanda.  What Rwanda would have done to them I have no idea, but similarly, I couldn't give a toss.

So now, we have to somehow determine the country of origin, speak nicely to that country and no doubt shower it with money, before they would accept their rubbish being returned.
