The figures quoted for elderly drivers are a load of bollocks.

Elderly drivers will be amongst the highest fatalities but that doesn't mean they caused an accident.

Ah I think you are putting the cart before the horse. Politicians have been guilty of this for many years which was why the tactic was spelled out in the program. 

I would recommed that anyone wishing to properly understand politics and the civil service watch every episode of every series of both Yes Minister and Yes Prime Minister. it is all still current today.
