I don't get it.. If the water is flowing all the time surely it will go to the left quicker.. and number 3 will be filled ..

Number 9 fills first only if the outflow from its feeder on the right hand - with its larger bore pipe - exceeds that from the feeder to 3 etc.. by a significant margin. OTOH, if the outflow from the left hand feeder exceeds or equals the inflow from the tap, the right hand containers won't fill until all the left hand containers are full, and then only if those containers can't overflow, but instead cause the water to back up until the RH feeder can function
Container 3 will fill first unless the criterion in my first sentence is met

Not on my screen - the pipe to 3 is open. Peering closely at the picture the pipe to 6 might be.
