I have a theory about the honours system. Its fundamental flaw is that lists are compiled for specific occasions rather than for achievements, so a certain number of honours have to be dished out.

I think something like this must have happened, when they put the pieces of paper in the hat for knighthoods, for example, they tore up a memo and wrote the names of their friends on the back. What they didn't do was to check what was written on the front.

Let's postulate (if it's still legal) that one of the memos they tore up had a reminder on it like "Remember to ask Hannigen about the cake budget for 2025" but only the part words "SKHAN FOR 2025" remained on what was now the back of the chit with some worthy chum of government's nomination, and they read the wrong side, so the wrong man got the knighthood. You can see how easily these mistakes can happen.

Sounds plausible.  Maybe they also had a similar list for what the honour is for.  Eg:   Successfully removing a plETHORa of excrement from the sewage network.
