TBH I can see why they are reluctant to leave the road open with an unauthorised repair of unknown quality to it. What is a disgrace is how they can simply close a road for months on end and not repair it. Just more evidence that this country is going to the dogs.

I imagine that's the question. Could a substandard repair fail and cause an accident? Doubtless higher than Mr. Jobsworth's pay grade to decide so the good folk of wherever it was will have to continue take a detour or hire a helicopter.

I doubt that concrete would be substandard to asphalt & it seems that the vast majority of users are locals who would weigh up any risk for themselves.

The highways guys will always say that Joe Public can't do a certified as safe pothole repair.

Even if the phantom roadman didn't do a quality repair, he exposed the council as a bumbling nuisance, so there is that. Not that the councils' standards for road repairs is particularly high. They'd sooner build speed humps and block the roads with buckets of weeds.
