Activity is a substitute for success.

This refers to the practice of doing something in order to appear busy or for the sake of it. This is often seen when companies are renamed or reorganised, or politicians do pointless things, rather than be seen to be doing nothing. First noted by Gaius Petronius Arbiter in Roman times.
