From memory there is usually something in the deeds about responsibilty for fences and walls.

I recall I was selling a house and a storm snapped a post. The panels were OK but the post was in a big enough block of concrete to form a foundation for the Eiffel tower. Rather than dig that out or go for two half panels to move the posts I cheated and drilled holes and put a steel rod between the two bits of the post. It was a bit wobbly so if there were winds forecast I guyed it being careful to have no guys when viewers came. Some time after we'd moved I saw the buyers had put up a decent fence with concete posts and slot in panels. I reckon some other posts must have failed too.
