I am not acquainted with UK laws, but when I started working in the German civil services I had to sign a document prohibiting me to accept any "goodies" as you call them. 
As to politicians - reality is quite different from dreams - see our Greens.

I think Phil did a spell in the civil service so he should be able to comment. As with all things though it isn't what you do it's what you get caught doing that counts and if they are all at it who will be doing the catching.
