To change the terms etc for criminal sentencing one seeks a Judicial review to the Statute appertaining. It is considered by the Ministry of Justice which is rather like  training a slug to out-sprint a snail. Their uncivil servants are the very pinnacles of lugubrious inaction. They positively resent change of any sort whilst encouraging anything that increases prison population.
