I think you are trying to wind me up.
In the very unlikely case that you aren't I'll go through the solution even though that is crabbyob's job as it is his puzzle. I suspect he is too much of a coward to do so.

OK end of hints then...

The bottle has an intact cap on it so none of the cups can fill. The air bubble in the bottle is clearly visible and nothing is pouring out.

If liquid could be poured into cup 1 the lowest so first to be reached outlet runs to cup 3.
Both pipes leaving cup 3 are blocked.
The one going to cup 7 is blocked before it leaves cup 3 and the one to the infamous cup 6 is blocked at the bottom.

Cup 3 will fill probably before the outlet to cup 2 is reached and certainly before cup 4 is filled.
