The cost of social welfare is staggering and also puzzling
Eg

To keep I child in residential  care with complex needs costs the local council circa £1000 + a day .
To keep an old person in a nursing home it comes in at £1500 a week upwards .
(These are council rates in one area )

No wonder there are no funds for other things such as potholes .

The only way I can see those can be the costs considering those actually doing the caring are unlikely to be getting vast sums is that those employing the carers ans selling them to the councils are creaming vast amounts off the top. Prison is something else costing unbelievable amounts per day,

A child with complex needs apparently  needs three sets of carers per day .
Complex needs may meant physical or mental issues 
I expect you are right the carers are probably paid peanuts and some agency takes the rest .

As for prison as a suporter  of CP for heinous crimes I would substantially reduce the prison population .

For less serious crimes the rotan ( cane ) as used by Singapore is extremely effective .
No prison sentence and offenders very rarely offend again .

I've always said it was a mistake to lose the village stocks. Being locked in a set of them is far more of a deterrent than prison IMO 🔒
Every knows about your crime, everyone pelted you with disgusting stuff it must have been so embarrassing and humiliating, most would never want to do it again. One hell of a lesson.

That is a good idea.  Yes, sitting in the stocks for a few hours, or even days, and having people pelt you with anything (within reason, perhaps including effluent if you're guilty of something nasty).  Much more effective than spending a few weeks with your good mates in prison with food and everything supplied freely.

My wife's great (unsure how many greats) grandfather was the last man held in a local village stocks. The stocks were still in the village when we visited years ago but I think they had been moved from where they were used. There was a plaque to commemorate him with a slight alteration in the spelling of his name as was common when most were illiterate. His crime was drunkenness and beating his wife. The wording on the plaque as shown online now is either slightly different from the one we saw or I misremeber it.
