Apparently he had a brother who lived in Devon and had visited him before..just a guess but was the guy that was initially arrested his brother?

I saw that. It may be that they have more technical expertise than a  county force. There must have been a lot of access to national resources required to have identified and tracked the vehicle all that way north so quickly. That sort of work would be something they'd have more experience with than a rural force.


Otoh it could well be political and so would be their job too.
