I have just been outside to have a look (i've been quite busy today) and, yes, there is indeed a lever to close the supply, though it is quite difficult to turn.  I shall have to spray a little WD40 on it.
Thanks for your suggestion and, yes, they wouldn't be able to change the meter if there wasn't such a thing.  Silly me!  🙄
