I live in hope, but I agree that it will be a very uphill struggle.
The other thing which is happening in the UK is the number of young people who choose not to bother working.
There is, of course, a reason for that in that there is not as much work on offer these days, partly because of the problems with the economy.  However, if and when the money begins to run out it is possible that the dole and other handouts might reduce or even disappear.
If I were a young school leaver again, I'd be making every effort to find a job.  Any job.

It's an interesting discussion, but look at the world - wars and starving in such a lot of places. Our basic law or whatever you call it prescribes that we have to help people in need. However, as someone put it, we can't save the whole world. 
In the 50s and 60s we needed workers, so we looked for guest workers (Gastarbeiter) in Southern Europe and Turkey. Many of them stayed in Germany, others returned to their home countries when they retired. 
Some decades later people living in Russia and other Eastern European countries were allowed to settle down in Germany, if they had German ancestors. 
In 2015 migrants mainly  from Syria and Afghanistan flooded Germany, since  2022 more than a million of Ukrainians sought protection in Germany and our politicians fear that the number of Iranian migrants will increase enormously in the future. In addition we have migrants from Northern Africa.
Sending them back to their home countries is very difficult, as their home countries must be ready to take them back and as far as I know they aren't very keen on doing it. On the other side as per our laws we cannot send someone back to the home country if it is probable that he/she will be pursued there. 
The best way to solve this problem would be to offer them a life that doesn't cause them to leave the home country, but at the moment that's illusory. 
So you see, it's not only a British problem, but it's an European problem, too.
