I think it got so bad they brought in the Peaky Blinders..

I saw an interesting documentary some while back 'The Real Peaky Blinders'..

As a race we are going backwards... 
With all our knowledge and technology we are still primitive ..

Might give it another look. 
Never got into Game of Thrones either which went to 8 or 9 seasons but apparently had a disappointing conclusion.

As for the 15 year sentence, assuming it isn't reduced in the meantime, the criminal would be out in his late 20s free to live a life, possibly, of crime.
Once again, hanging is preferable.  If necessary, it could be postponed for a few years in jail in case of contradictory evidence.  He would have something to look forward to then in the meantime!

Imagination JB.  The 15 year old decided not to think things through and the likely consequences of his actions.  He'll always be recognised as being a killer, and possibly have nightmares/flashbacks for the rest of his life.  Any chance of a "normal" life is gone.
