I'm convinced that a lot of the failure to understand less than perfect French or a poor accent is deliberate. 

They are proud and very protective of their language while we allow ours to be bastardised by Americans and others. I bet there are plenty of French that hate the use of le weekend.

Les rosbifs ain-t their favourite dish. OTOH get away from the cities - we were having a lovely diner in the Normandy hinterland, and I apologised to madam for my poor French to be met with a dazzling smile and the comment that at least I wasn't from P aris!

This is very true.  On the few occasions we have been to France, we travelled to the south or the west-central areas, often via Paris.  
On one occasion, Marge and I took two bikes on our car and, stopping at a country area 'en route' (that's French btw - one of the little bits I know!) we found a small hotel and asked if there was somewhere we could leave our car, with bikes, in safety overnight.  The gentleman was very friendly and helpful and let us use his garage.  One example of the 'country French' who we have found to be very polite and welcoming.
Then there was Paris, where the direct opposite was the case!

 I once upbraided ( in my O level French ) a bunch of kids and their father for queue barging while skiing .
A man turned to me and said you should have been here last week when the Parisians were here.

You are right - the Parisiens are special. However, speaking of Germany - people living in Berlin or Munich are special, too. Maybe foreigners visiting the UK have the same view on people living in London compared to people living in the countryside.
