Yes, I'm afraid you're right.  I think this is all to do with trendy ideas of civilisation.  Actual punishment is seen as being mediaeval and all the do-gooders believe that if we treat criminals 'nicely' they will learn to be 'nice' to other people.  Strangely, however, it doesn't seem to work.

All they understand is hard and forceful treatment.  To do this to innocent people is perfectly acceptable to the yobs, but if we did the same to them in punishment they wouldn't be very happy, but it is exactly what they need.

Physical punishment, inflicting pain on them by lashing for example would, in my view, teach them right from wrong and would make them think again before dishing out such things to innocent people, but all the do-gooder critics would should that they are uncivilised.

Prisons and Borstals should be places to be feared, and not a happy meeting place with others of their kind.

Just found this about the old Borstals, JBR.



Borstals were originally for offenders under 21, but in the 1930s the maximum age was increased to 23.
The Criminal Justice Act 1982 abolished the borstal system in the UK, replacing borstals with youth custody centres
In India, borstal schools are used for the imprisonment of minors.

Clearly, India has more sense than us.  We have been on holiday to India and we never felt any sense of unease or threats.  Under a better management, we could be the same.
