TBH I don't know what makes a good one. Steering clear of politics is an obvious prerequisite though which immediately condemns Welby.

One shouldn't really stand up and state what is morally or ethically right and wrong when one has shown that one can turn a blind eye when it suits one to do so.

What else does he know about that could/should have been investigated but he decided not to bother about?
