Oddly I think it must be a specific racial characteristic as I saw a bloke in my gym who was a dead ringer for him. Possibly all little Welsh boys from Cardiff look just like that

He was born here. Well in Wales anyway. In Cardiff. His parents were accepted and indeed genuine asylum seekers.
