From what little Japanese I know I think it says Series Vector Impedance Analyzer.

I hope the whole sherbang wasn't in Japanese.

The thing that originally caught my eye was English verison

The manual would probably be in Chinese and what the Chinese call English. You can usually make out every word but it's like they were pulled out of a hat pretty much at random. I have often wondered if the Chinese version makes any sense but it's rare indeed that the English does.
