I read a Quora reply from someone I believe was a Scot. It was something to do with biblical 40 days of rain stories. He just said when the rain here is warm we call it summer.

Just in case anyone didn't know, it's the damp air that made Manchester and the surrounding area suitable for the textile industry.

I suspect plentiful cheap labour may have helped too
