I don't know, but some countries have allegedly imposed a maximum price on Russian gas, which I expect is lower than the world price, and Russia has said it will not supply countries that do this. This is the western governments making life hard for their own people because Russian gas will be bought from third parties at well over the world price.

Well it was the practice in Russia and probably eastern Germany too that estates of flats were heated by a central plant, typically by steam. If they can't get the fuel they're going to get cold.
