After hearing my father's tales of his war as an aircraft fitter with much of that in North Africa I know I could relate to those of Gunner Milligan so maybe you could too albeit a genaration later.

Absolutely.  I'd endorse them serving their entire sentences overseas, either in their country of origin or anywhere willing to accommodate them.  It'd most likely be cheaper for us to outsource the provision and pay for it.  Plus it'd quite probably be in the provider's best interest for the criminal to serve a full term sentence and also to spend as little as possible on creature comforts.

We could deport those who will be sent back post sentence earlier to finish their sentence back home. Very humanitarian - the poor soles would be closer to their families.

There are already several hundred Civil Service jobs in Sheffield, the Home office occupies two large buildings.  I think it was David Blunkett who organised that, and it now looks as if more are on their way.
