I'm guessing equal spacing with the cloth in nice matching loops.

The idea is that the toilet rolls are cut to the size of the cloth loops & are inside them so that they can't be seen.

It ensures that the pleated drops are even, which is very handy for all those with severe OCD.

Aha!  But you'd still have to faff around getting the fronts to be equally spaced.
