If you spotted something on a motorway and weren't involved I'm not even sure you could legally stop. You could be a hell of a way further on before you'd get stopped on the hard shoulder.

The reporting on this is poor as it isn't clear if the report was a car that stopped and was then driven off or just didn't stop at all. 

On the accident itself it would take quite a sideways clout or some violent swerve to tip a horsebox over and on a motorway everything is going the same way in pretty much a straight line.
