Yes, Chester is a very pleasant place and boasts many historic things to see.  I remember taking a school party many years ago to see the Roman amphitheatre among other things.  Mediaeval walls (originally Roman actually), and the cathedral of course.

Chester used to be posh Klondy not anymore.  I  rarely go there but my friend tells me there are many homeless sleeping in doorways, an abundance of 'people of colour' and even a woman in a burka !    Little old touristy Chester is following in the footsteps of other northern towns and cities.

I've never visited but think I've bypassed it visiting North Wales a few times. I don't think that was every posh. Touristy but not posh.

How sad is that.. It certainly changes the look of a place when people are sleeping rough..
Brighton is going the same way..
