One thing puzzles me. Protesters chain themselves to railings and get cut free. When they aren't actually causing any obstruction why not just leave them there for a day or two? Possibly a ramp over those glued to the road.

I'm pretty sure the army has ramps for things in the road. Just that they are all in the wrong places.
