No idea. I didn't do a google picture search to somewhere that carried the story as opposed to places like this taking the mickey. 

I'd guess that it was being hoisted up onto a flat roof as a convenient store while they painted the building and it was dropped somehow. As i nodded off for most of the evening I see if I can find out.
