Its scaffolding and metal stairs the outside is covered with a netting I believe that has been sown with grass seed and a few saplings , it looks dreadful cost 6 million to erect at the end of the day , yes your right being removed now its going to be dismantled which will not be cheap either

From what I recall of the pictures of it at least you won't get pikeys camping on it which most other bits of public free space stand a chance of having
