I think it's the staring eyes that do it. Probably a leftover from his KGB Colonel days.

When I looked to see if there was a comparision picture a lot of him with what I guess was his own dog showed up and he looked a whole lot more human in those. I guess our media favour the hard man pictures over the rest. Bit like any mug shots they publish they always seem to be hand picked for evil or retard.
