Yes, that could be the case, I've only ever had one parking charge, years ago & there was no accompanying photo & I only know how our car parks operate.

It was a 5 minute overstay.

I did overstay for 5 minutes & I paid the charge.

I think there are lots of ways they operate but I imagine they all rely on some sort of photographic proof if challenged. Overstays probably won't send any photo but they obviously either do up front in the case of sloppy parking or she got it when she challenged the fine. That one even says on it further images are available on some website. I've never had a parking fine - being a cheapskate I have always made sure to avoid them. So far at least.
